Feds issue record 23,000 forms, paperwork cost 35 hours PER PERSON: The number of forms Americans have to fill out for various government agencies, from IRS documents to Obamacare applications, has reached a record 23,000 that yearly generate more than 11.4 billion hours of paperwork, or about 35 hours for every person in the nation, according to a new report.
The American Action Forum analysis provided to Secrets found that the IRS with its 1,599 forms isn't even the biggest paperwork abuser.
Author Sam Batkins found that the Department of Health and Human Services has 5,005 forms, 34 percent more than the next closest agency, the Agriculture Department.
