Pa. school property tax system is broken

I don't understand the reluctance to support reforming the way Pennsylvania funds public education. The current system is broken. Nearly every school district in the state has had to lay off teachers and cut programs because property taxes do not provide adequate funding? So why stick with the same failed system?
