Less than 10% of bills passed by Pa. Legislature become law

Pennsylvania has the largest full-time state legislatures in the country and one of the most expensive, burning through $300 million taxpayer dollars every year. Are Pennsylvania residents getting their money's worth from the 253 state lawmakers and their nearly 3,000 staffers? Not exactly. If the job of the legislature is to get bills signed into law, then taxpayers deserve a refund. A great big refund!

From a report in the Philadelphia Inquirer:
With 253 members, Pennsylvania boasts one of the largest full-time legislatures in the nation - and though its members keep busy churning out legislation, few of those bills actually become law.

Of 3,998 bills introduced in the House and Senate during the 2013-14 session, 369 bills became law, or 9.2 percent.

So far in this legislative session, which began in January of last year, just 149 of the 3,265 bills introduced have been enacted, or 4.6 percent, according to the Pennsylvania Legislative Data Processing Center.
Less than 10 percent of bills become law in Pennsylvania. Is that worth $300 million?

NYT campaign columnist: Clinton 'could conceivably lose': Thomas Edsall, who writes on demographics and campaign strategy for the New York Times, said it's possible Hillary Clinton could lose the general election in a matchup with Donald Trump and that there are signs it's already happening.
Still, as we near the close of the primary season, Hillary Clinton has somehow succeeded in turning the election into a close contest that she could conceivably lose, Edsall wrote Wednesday. She retains key advantages in areas where Trump is vulnerable, but she has also ceded ground to him on the visceral terrain of nativism and anti-immigrant fervor, of a yearning for a return to the days of America's unquestioned global pre-eminence.
Clinton and Trump are effectively tied in national support, according to the RealClearPolitics average of recent polls. Though Clinton is viewed as untrustworthy by a majority of voters, largely due to her reliance on a private email server while serving as secretary of state, Edsall said it is attacks from both Republicans and her Democratic rival Bernie Sanders that are responsible for her low popularity.

A new Fox News poll shows Donald Trump topping Hillary Clinton 45 to 42 percent.


The new poll showed that Trump has a slight edge over Hillary, despite a majority of voters having a morally unfavorable view of both candidates. It also shows a dramatic shift from April's poll, which had Hillary leading Trump 48 to 41 percent.


In terms of demographics, Trump leads Hillary among working class whites (61 to 24 percent) while Hillary leads Trump among Hispanics (62 to 23 percent). Hillary also holds a commanding lead with blacks (90 to 7 percent).

States strike a blow against corporate welfare: Lawmakers in state capitols across the country have sown some seeds of progress in reining in corporate welfare. This is an important shift. Corporate welfare fundamentally undermines a free and flourishing economy. It is an insidious use of government power to create special privileges for the well connected few.
Florida had one of the year's biggest successes. Just before adjourning, the state's legislators ended a multi-million dollar corporate welfare program in existence since 1996. They did this by simply denying the $250 million in funding Gov. Rick Scott requested for Enterprise Florida. Scott and other Florida leaders rightfully want to compete for new businesses and win — there's nothing wrong with that. But state legislators recognized that funneling tax dollars to politically favored industries and companies — something many states do — is the wrong way to do it.

Poll: Trump within 3 points of Clinton nationally: Donald Trump is inching closer to Hillary Clinton's lead nationally, according to a new poll.
The 5-point advantage Clinton held least week is now down to just 3 points, according to a national NBC News|SurveyMonkey poll released Tuesday. She leads Trump 48 percent to 45 percent.
Among minority voters, Clinton dominates. The former secretary of state leads Trump by a 75-point margin among black voters, 84-9 percent, and she holds a 37-point advantage among Hispanic voters, 65-28 percent.
She also leads him among female voters by 15 points, while Trump leads among men (11 points) and white voters (15 points).
Trump leads Clinton by 8 points among independent voters, 44-36, the poll found.
In the Democratic primary, Clinton leads Bernie Sanders nationally by 14 points, 54-40, according to the poll. Yet the Vermont senator beats Trump in a hypothetical head-to-head by a wider margin, 53-41.
